EAA built Los Angeles and OUR voices remain throughout City Hall. We began as an Association in 1894 founded by the original engineers and architects who designed and created Los Angeles – William Mulholland, Fred Eaton and Octavius Morgan.
129 years later, the legacy of improving this city continues. EAA’s knowledge, professionalism, diversity and our presence in nearly EVERY city department keeps LA running and makes us #UNIONSTRONG! We ensure our members have the resources, support and policies needed to effectively perform their duties and thrive in their careers.
EAA is member driven and led by a Board of Governors comprised of current City employees who are elected by the membership. We strive to uphold integrity, accountability and transparency.
When it comes to bringing strong & effective representation to Council Aides, EAA is ready to serve on day one! Our team of winning Labor Representatives and staff have over 65 years of combined city service. Council Aides will be assigned a dedicated Labor Representative who understands your needs FIRSTHAND.

Step 1
EAA files petitions to accrete
Council Aides I - VII into existing EAA Units - MOUs 1 and 20.
Petitions are recognized on the ERB agenda (item 5) and ordered to be posted.
The Personnel Department is ordered to give an opinion on the suitability of the Council Aide class into
MOU's 1 and 20.
August 2023

Step 2
The Personnel Department officially notifies all Council Aides that EAA is seeking to accrete their classification into MOU's 1 and 20
October 2023

Step 3
The Personnel Department
provides their opinion on the suitability of Council Aides into MOU's 1 and 20.
EAA strongly disagrees with the Personnel Department and files a response to their opinion with the Employee Relations Board.
November 2023

Step 4
An ERB meeting will be held on 11/27/23 at 9:30am, Room
1100 City Hall East.
The Personnel Department's opinion and EAA's response will be topics of discussion on the agenda.
Council Aides are welcome and or couraged to attend comment. In addition, you can sign a letter of support
The ERB can take a number of actions at this meeting such as, but not limited to, ordering a hearing to help determine the suitability of accretion and/or making the decision on their own.
March 2025

Step 5
In March 2025 ERB Hearing officer only adds a confusing administrative path to union recognition rather than grant union recognition through accretion.
We are moving forward through all necessary paths, including as a stand-alone EAA unit.
